Waymo to Launch Robotaxi Service in Toronto by 2028
Waymo announces plans for autonomous ride-hailing in Toronto starting in 2028, partnering with Element Fleet Management and investing in local jobs and infrastructure.
Waymo is bringing its fully autonomous ride-hailing service to Toronto, with plans to welcome the first riders in 2028. The Alphabet-owned company announced on October 16, 2026 that it will begin testing vehicles on Toronto streets in the coming days to map local roads before progressing to autonomous testing with trained safety specialists.
Waymo’s expansion into Canada marks its first foray into the Canadian market, and the company is partnering with Toronto-based Element Fleet Management to provide end-to-end fleet management services, including maintenance, charging infrastructure, vehicle cleaning, and other daily operations needed to keep the robotaxis running.
According to Waymo, its autonomous vehicles have travelled more than 400 million kilometres without a human driver, with 95% fewer crashes involving serious injuries or worse compared to human drivers in its operating markets. This safety record is a key part of Waymo’s mission to be the world’s most trusted driver.
As part of the launch, Waymo is establishing local facilities in Toronto and expects to create hundreds of jobs over time spanning fleet maintenance, validation driving, customer service, and other operations functions. The partnership builds on Waymo’s existing ties to Canada, which include a long-term investor relationship with the Canada Pension Plan Investment Board and manufacturing partner Magna International.
Waymo co-CEO Tekedra Mawakana said: “Expanding into Canada marks an important milestone in Waymo’s global journey. Toronto is one of the world’s great cities — innovative, diverse, and forward-looking. We’re proud to bring the Waymo Driver to Canada’s largest city and to collaborate with the vibrant business, arts and cultural communities that share our commitment to safer streets and more accessible mobility.”
Laura Dottori-Attanasio, CEO of Element Fleet Management, added: “As a Canadian company, we are proud to be expanding our partnership with Waymo to help bring autonomous ride-hailing to Toronto. Together, Element and Waymo will help create employment opportunities by putting to work Element’s expertise in fleet management, operational capabilities, and intelligent mobility solutions needed to support autonomous fleets reliably and at scale.”
Waymo says it is collaborating with leading accessibility and mobility advocacy organizations, including BALANCE for Blind Adults, CNIB, Community Living Toronto, Connected Canadians, and Epilepsy Ontario, to ensure the service is accessible to all.
The service will complement Toronto’s existing transportation ecosystem, which includes bike lanes, public transit, and other mobility options. Waymo’s all-weather Driver, designed to operate in all conditions, could provide an additional option for residents and visitors.
